IRS Publication 15 (Circular E): Payroll Guidelines

Read IRS Publication 15 for the IRS requirements to manage payroll.  This includes information on the IRS forms to file and how to calculate withholdings.

We recommend that all small businesses outsource payroll.  It can be cost effective to find a bank or a small accounting firm to manage your payroll.  Large payroll companies such as ADP and Paychex may be more expensive options, but they also provide other useful services that banks and small accounting firms may not.  For example, ADP can create and manage an employee handbook for your business, as well as assist you in establishing and managing a 401k plan.
